Giulio Bartolini Lectures at the EU Red Cross IDRL Training and Workshop

The ‘Training and Dialogue on Law and Legal Issues in International Disaster Response at the Global and European Levels‘ was held at the Red Cross EU Office on 28 June 2016, jointly organized by the IFRC and the Red Cross EU Office.

The workshop provided an overview of current international disaster response laws, rules and principles, as well as some of the regulatory challenges faced in the context of international response. In the morning, the focus was mainly on international disaster response with examples from recent humanitarian contexts. This was followed by short presentations and deeper discussions around the latest relevant developments at the European level, including examples from EU Member States on their work on legal preparedness.

Among other morning remarks, Prof. Giulio Bartolini – of the Roma Tre IDLP Unit – introduced the participants to the International Law Commission Draft Articles on the Protection of Persons in the Event of Disasters. The training and dialogue was meant to high-level EU, UN, NGOs and other organizations’ personnel based in Brussels. Notably, it profited of the participation of personnel of the EU Parliament, DG ECHO, EEAS, WHO, UNOCHA, ICRC, IFRC and national Red Cross Societies.
