The Dipartimento della Protezione Civile (DPC) – Civil Protection Department is a government body, grounded in the offices of the Presidency of the Council of Ministers, which has a guiding role in projects and activities for the prevention, forecast and monitoring of risks and intervention procedures that are common to the whole system of civil protection. The Department coordinates the response to natural disasters, catastrophes or other events that should be faced with extraordinary powers and means. The Department also promotes drills, national and international training projects and activities that contribute to spreading the culture of civil protection.

The project will benefit from the valuable cooperation of the Studies and Research Service of the DPC. In addition, individual experts working for the Department will be involved, with significant experience in the implementation of national and international missions in disaster situations. Having taken part in more than 50 international operations, the DPC’s staff has acquired hands-on knowledge of the regulatory problems that hamper the deployment of such missions and that might affect their effectiveness. This experience will be essential in identifying existing legal gaps or possible shortcomings in the application on current legal instruments.

Moreover, the DPC is a central partner in the European Union Mechanism for Civil Protection which acts under the aegis of the European Commission to facilitate cooperation between the civil protection organizations of Member States when they jointly intervene in a disaster setting. Having this privileged position, the DPC has easy access to relevant sources and will also support the “validation” and dissemination of predicted results.
